Parents must always ensure the student’s lunch account has available funds to make meal purchases. It is the responsibility of parents or guardians to provide the student’s lunch or breakfast, or pay for meals provided by the district. The Child Nutrition Department has a fiscal responsibility to stay in compliance with Federal Guidelines. In order to meet this obligation, parents / guardians are responsible for purchases made by their student(s) in the cafeteria.
Free & Reduced Meals Application
Parents may pick-up applications at the front office of Lackland Elementary School or Virginia Allred Stacey Junior Senior High School. Applications will also be sent home with the students following the first day of class. All returning applicants for Free and Reduced-price meals must submit a new application for the 2013 -2014 school year. Students who were on the free or reduced-price meal program last year at Lackland ISD have a "prior year" status for the first 30 school days of the new school year. If we have not received a new application for these students by October 7, 2013, they will become "Paid" students on October 8, 2013.
If your housing is part of the Military Housing Privatization Initiative, do not include your housing allowance (BHA) as income. All other allowances must be added in your gross income.
EXCLUSION OF MILITARY COMBAT PAY
A recent policy memorandum from USDA provides information on implementation of the exclusion of military combat pay from income eligibility determinations for free and reduced-price meals in the National School Lunch and School Breakfast Programs. As set forth in the statute, combat pay is defined as an additional payment made under Chapter 5 of Title 37 of the United States Code, which is received by household member who is deployed to a designated combat zone.
Combat pay is excluded if it is:
-Received in addition to the service member's basic pay
-Received as a result of the service member's deployment to or service in an area that has been designated as combat zone
-Not received by the service member prior to his/her deployment to or service in the designated combat zone
A combat zone is any area that the President of the United States designates by Executive Order as an area in which the U.S. Armed Forces are engaging or have engaged in combat. As with other types of income commonly received by military personnel (such as the Basic Allowance for Housing or Basic Allowance for Subsistence payments), combat pay received by the service members in normally reflected in the entitlements column of the military Leave and Earning Statement (LES). Deployment service members are considered members of the household for purposes of determining income eligibility for the Child Nutrition Programs.

Meal Charging Policy
GRADES PRE-KINDER TO 5TH
Students will be allowed a maximum of 5 charged meals in the cafeteria. When the student has accrued 5 charged meals, they will receive an alternate meal consisting of a cheese sandwich and milk. This alternate meal will cost .75 cents. Students will continue to receive this alternate meal until all cafeteria charges are paid in full.
GRADES 6TH - 12TH
Charges are not permitted. All accounts must be kept current.
Prepayment of Meals
Parents are encouraged to place money in the student's account to reduce the need for carrying cash, which can be lost or stolen. Lunch Money Now is available as a prepayment option online. The service is easy to use, convenient, private, and secure. Once your account is established, you can deposit funds into the student's lunch account anytime from your home computer or phone. A convenience fee of $2.50 is charged for each transaction. One transaction may consist of making multiple deposits into various accounts for families with more than one student.
