Lackland ISD Recommends Renewal of District of Innovation Plan 


During the September 27,2021, District Education Improvement Council meeting, members of the district innovation plan committee participated in a work session to renew the district of innovation plan.  Committee consensus was reached regarding the renewal of each exemption and corresponding innovation strategies and local implementation guidelines.  Lackland ISD’s draft innovation plan is posted on the district website and may be viewed at

District and community stakeholders are encouraged to review the contents of the plan and provide feedback using the public comment feature that is also available on the district’s website.

Lackland ISD will ensure that the plan is posted for a minimum of 30 days.  On November 8,2021, the district innovation plan committee will hold a public hearing to receive final input and make final plan revisions.  The public hearing will be held at 3:45 p.m. in the LISD Cynthia Lyon Center. 

The District of Innovation concept, passed by the 84th Legislative Session in House Bill 1842, gives traditional independent school districts most of the flexibilities available to Texas’ open-enrollment charter schools.
Many districts in the state have gone through this process to become a DOI.  A DOI designation can give school districts local control and decide which flexibilities best suit their needs. Final approval of the district’s innovation plan rests with the Lackland ISD Board of Trustees and must be by a two-thirds majority vote.
