ESSER Grant Information

The American Rescue Plan Act (ARP) of 2021 established the Elementary and Secondary School Emergency Relief Fund (ESSER) III, a fund dedicated to providing a total of nearly $122 billion to States and school districts to help safely reopen and sustain the safe operation of schools and address the impact of the coronavirus pandemic on the nation’s students.

Lackland ISD has applied for a grant under this fund, and our efforts to identify the needs of our students and school community are shared here.

 

Executive Summary

    The targeted six (6) program activities selected by the District leadership after reviewing stakeholder feedback and student academic needs at the end of the 2020-2021 school year are:

    1. Addressing learning loss
    2. Supplemental afterschool and online learning opportunities with software subscriptions and additional distance learning courses
    3. Summer learning opportunities in core subject areas and multiple camps in the areas of music, art, robotics, game design, writing, dance and so much more!
    4. Professional services to provide additional professional development for instructional staff, including extra duty pay for the attendees.
    5. Replacement of the student iPads
    6. Other activities that are necessary to continuing to employ existing staff.

    The “Lackland ISD Leveraging Learning Plan” is a deep dive of the stakeholder input. The responses were rank-ordered by the choices that received the most responses.

    The survey data is analyzed by the following data elements:

    1. Top Student Issues
    2. Biggest Challenges for Accelerated Learning
    3. Technology resources
    4. Most effective supportive strategies
    5. Accelerated Learning considerations
    6. Resources needed to align after school and school day
    7. Needs of Student with Disabilities
    8. Instructional Loss

    The Instructional Continuity Plan in- cludes grade level and core subject area student performance measures and the following components.

    Lackland ISD’s allocation of ESSER III federal grant funds is $637,837. There are a total of 28 allowable activities. Of this total allocation at least 20% ($127,567) must be set-aside for learning loss mitigation.

    The funding plan described in this document includes a total of six (6) allowable activities. In the aggregate, the funding plan includes a total of $223,729, or 35% of the total allocation to address learning loss. The remaining 65% will be used for other activities in an effort to mitigate the impact of the COVID-19 Pandemic.

    The funding plan includes planned expenditures over a 3-year period: 2020 -2021 through 2022-2023.

  • Information on Communication with Parents/Guardians

    Purpose: Under the ESSER III Uses of Funds Plan Requirements, the district must engage in meaningful consultation with stakeholders and give the public an opportunity to provide input in the development of its plans (Uses of Funds Plan and Return to In-Person Instruction and Continuity of Services Plan). 

    An overview of the ESSER III funding will be posted on the District’s ESSER III webpage. A link will be provided for stakeholder questions. All stakeholder input opportunities will be posted on the ESSER III webpage.
